The Load Line Convention — formally the International Convention on Load Lines — sets minimum freeboard requirements for ships, directly preventing dangerous overloading by establishing the maximum draft a vessel can legally load to.
Why Freeboard Matters
Freeboard is the vertical distance from the waterline to the main deck — essentially the ship’s reserve buoyancy and stability margin above the water. Insufficient freeboard from overloading was a genuine historical cause of vessel losses, which is exactly why this became a mandatory international regulation rather than a voluntary guideline.
The Load Line Mark
Every vessel subject to the convention carries a load line mark (“Plimsoll line”) painted on the hull — a circle with a horizontal line through it, plus additional marks indicating maximum draft for different water densities and seasons (Tropical, Summer, Winter, Winter North Atlantic, and Fresh Water variants), since water density and expected weather conditions both affect how much freeboard is genuinely needed.
Why Multiple Load Line Marks Exist
Fresh water is less dense than seawater, meaning a vessel sits lower in fresh water at the same weight — the Fresh Water mark accounts for this. Similarly, winter North Atlantic conditions demand more safety margin than calm tropical waters, reflected in the different seasonal marks.
Load Line Certificate
Vessels subject to the convention carry a Load Line Certificate, verified through survey, confirming the ship’s actual load line marking is correctly positioned and the vessel meets the convention’s structural and stability requirements.
Enforcement
Load line compliance is checked during Port State Control inspections — a vessel loaded beyond its marked load line is a clear, visible violation with real safety implications, and can result in detention.
