Cleanliness Standards Vary by Cargo
- Load-on-top / sweep clean — acceptable for some bulk-to-bulk cargo transitions where minor residue won’t contaminate the next cargo
- Hose clean / wash down — water washing to remove loose residue and dust, sufficient for many general cargo transitions
- Grain clean — a stricter standard required specifically for grain cargo, involving thorough washing and inspection to eliminate contamination and pest residue
- Load-ready / shipshape — the highest standard, essentially spotless, required for particularly sensitive cargoes

Hold Cleaning Is a Genuine Enclosed Space Entry Hazard
Cargo holds meet the definition of an enclosed space — limited access, potentially poor natural ventilation, and (depending on the previous cargo) potential for oxygen-deficient or contaminated atmosphere. Hold cleaning operations require the same gas testing, ventilation, and standby-person procedures as any other enclosed space entry — treating hold cleaning as “just cleaning” rather than a genuine confined space operation has been a real, documented factor in maritime injuries and fatalities.
Residue Disposal
Wash water and cleaning residue can’t simply be discharged overboard without consideration of MARPOL requirements, particularly if the previous cargo was oil, chemicals, or another regulated substance — disposal method and any required documentation depend on what was previously carried.
