Why Partial Filling Causes This
In a completely full or completely empty tank, liquid cannot shift as the ship heels — there’s no free surface for it to move across. In a partially filled (slack) tank, the liquid surface remains horizontal as the ship heels, meaning the liquid’s center of gravity actually shifts toward the low side — this shift acts exactly like a virtual rise in the ship’s overall center of gravity, reducing effective GM (metacentric height) and stability.
The Practical Consequence
Reduced effective GM means reduced resistance to further heeling — in a serious case, free surface effect from multiple slack tanks can contribute meaningfully to a dangerous list or even capsize, which is why it’s treated as a genuine operational hazard, not just a theoretical stability correction.
